Open region vs closed region

Basically a region is open if the perimeter is not included.   An open region means that the boundary is not included.

(z – i) < 3 would be an open region, the inside of a circle centre i and radius 3.

(z – i) =< 3 is a closed region because the perimeter (circumference) of the circle is included.
